The Belgian R&D group involved in UCELLS is part of the corporate research Lab working for the Electronic Test and Measurement BU, working on new test concepts and wireless technologies for emerging markets. Main focus is the digital base-band processing of the signal in order to condition it for the measurement application. UWB is recognized as one of the next big opportunities requiring large processing capabilities for the measurement processing.

Agilent Technologies is a worldwide company and has facilities in more than 40 countries. Agilent develops products at manufacturing sites in the U.S., China, Germany, Japan, Malaysia, Singapore, Australia and the U.K, and has focused R&D activities spread over the world. The Agilent Belgian side is focusing on the baseband development for the user equipment part and test equipment part for 3G&LTE, WiMAX and WLAN standards.

• Lieven Philips received his engineering degree in Electronics (specialty Micro-Electronics) from the Catholic University of Leuven, Belgium in 1988. Lieven Philips started in 1988 working at Philips ITCL in the context of collaboration with IMEC Labs as software engineer responsible for the simulation and design software for digital audio systems development. He joined IMEC labs in 1990. At IMEC he was involved in several research projects for the European Space Agency and research collaborations with European companies. Involved in a sequence of ASIC designs for spread spectrum communications, in the context of ESA ARTES programs. Lieven Philips was co-founder and CEO of Sirius Communications NV in 1996, a spin-off of IMEC Microelectronics Lab. Sirius focused on the development and commercialisation of spread spectrum chips and modules, mainly for satellite communications. Later, Sirius worked on the development of W-CDMA transceiver IP solution for cellular communications. He joined Agilent Technologies Belgium in 2001, after the acquisition of Sirius by Agilent. Currently he is R&D manager of the SMRD team (Sirius Mobile Research and Design, based in Rotselaar, Belgium), he is active in the R & D related to digital design (a.o. for Agilent´s test equipment business), and advanced developments for emerging satellite and wireless communications. Lieven Philips is author of several patent applications and technical papers in the field of mobile communication systems.
